I don't know Bill Rector, but 93 county in Nebraska is Hooker County, which is located in the Nebraska Sandhills. Mullen is the county seat.

Annie - Thanks for the info. I hadn't thought about checking the county number on the plates. I knew Nebraska did that with their plates (my dad grew up in Custer County) but it didn't dawn on me to check on Bill Rector based on the owner or location of the car. Now to see what we can find!
